I wanted to RallyX mine, but the SCCA wouldn't let me. They keep saying I must have a hardtop on my car, and I keep telling them that its a stupid rule, and they should require a rollbar instead (which I have on mine). If its a rule for rollovers, a hard top is not structural in the slightest and will collapse in. If its a rule for dirt, my soft top works just as good.
I sent them this video showing a Spec Miata getting its top ripped off in a rollover, but they still say my rollbar isn't good enough.

Anyone have any reason why they're being like this?

I read on one of the miata forums a while ago about a guy who wanted to build and race a rally miata.

Another guy who currently races a miata in rallies said that it wasn't the best idea. The suspension will have big issues since the geometry isn't so good for off-road. The guy who actually rallied his miata said he needed to replace all four A-arms after nearly every race, and that other suspension components failed with alarming frequency as well.

So yes, people have thought of it, and some people have even done it, but those who have done it would advise against it. I think that's a strong indication that it isn't a very good idea. Unless you like being stranded in the middle of a rally stage with a snapped A-arm and a lot of work to look forward to in the staging area.

It's probably a rule to keep people with kit-car dune buggies and home-welded roll bars from trying to enter and using the reasoning that "the guy with the miata can race with no top! Why can't I?"
